@Jerrch: Thank you for uploading this file. Could you please explain how this is your own creation please, as you have claimed? This file could perhaps be transfered to Wikimedia Commons, but first it should be confirmed that the files doesn't have problems with attribution or copyright. Also, if this is a true autograph of 陳定南 (Chen Ding-nan), should the rights not belong to him? If it was made by him as a civil servant, carrying out his duties, it would be in the public domain (See Wikimedia Commons' template "PD-ROC-official").
